Built in 1960 to Lot Nº 30628 by Pressed Steel and weighing 39 Tons, it rides on Commonwealth bogies and is air brake fitted.
1647 was Originally built with 23 loose chairs but when it was refurbished these chairs were replaced by fixed ones. A further refurbishment was later carried out which removed two of the chairs and provided instead a pay phone and wheel chair space. At this time the vehicle was also provided with fluorescent lights and carpets. It has since had the pay phone removed and two more seats fitted.
During it's working life on B.R. 1647 has worked all over the system mainly operating from Norwich Crown Point Depot. The vehicle was also known to have operated over the Midland Main Line being hauled by both class 45 and 47 locomotives. Because there was no requirement for the vehicle in 1995/96 it was put into safe storage at MoD Long Marston.
It was not withdrawn from service until being purchased privately for use on the NLR, arriving at Pitsford & Brampton on 13th September 1996.
